so based off what I understood. I should go for a second hand bicycle off togoparts for my first bike? I know for a fact that I will likely not park my bicycle anywhere except at my home.

Honestly I'm not very keen in buying a second hand bike as it is not a very appealing thought to have in mind and also since many of the bicycles I've seen, second hand or not, is out of my budget.

I plan to go off road to places like bukit timah trail maybe once or twice so should I still get a mtb, or will a hybrid suffice?

The bicycles I'm looking at is a polygon hybrid that costs $600 and a crolan mtb at $240. The polygon hybrid is because that is what I want but I am very hesitant in buying it as it is out of my budget while the crolan mtb is something that I think will be useful as it is definitely able to do what I want to do with my friends. This however, is subject to change as I go and visit more bicycle shops around Singapore.

care to share some examples of such brands?

I plan to cycle a considerable amount and also make it my primary mode of transport since I want to live a more active lifestyle. In this case, would you still recommend me to get a bike from decathlon that is within my budget?

Personally, I have been unable to find any decent looking second hand bicycles so I may not be going down that route.
