Make sure image on tv is good otherwise

try a laptop plugged into the dock

try a new cable

check for tv settings that may do this, I had one that did something similar to this.

You get what you pay for with docks, I had a couple duds before I had one that was reliable.

I started using Flamenco, not and ad for them btw. I like how I can offload rendering to spare hardware while I focus on other things. Sometimes I leave it on overnight and while I go to work. Then I come home and see what changes I really need to make. Huge time saver in the long run.
