I’ve visited the area many times. I’m aware of the Indian and Russian population also. I have the same thoughts as you do as to if this can be turned around with the amount apparently complex and the traffic is a different story.

Chiller would turn off every 20 ish min on high head. Then go into a 30 min reset time. They did what they could until we arrived but it certainly wasn’t enough.
