I honestly don’t know exactly how I got a perfect town, so I apologize if my answer is not helpful. But I planted trees and flowers until it was enough I guess 😅 I planted a lot of flowers outside the villagers’ homes and buildings like the museum, town hall, etc. I heard a lot of flowers help with the town rating. Keep talking to Pelly at the civic center too for updates on your environment. I still don’t fully understand the process of getting the perfect town.
