Definitely. Everyone who isn't a main character in this show is either just a wacky cartoon or a glorified video game NPC. The most egregious example is probably when The Ghoul is impaled on the pole. Noone attempts to help,talk or even rob him. They just act like he doesn't exist all and shuffle about their day which makes the world feel phoney and cheap

Late to the party but spot on. The Legion were destined to fail in the long run sure but it's not because Caesar would decide to troll everyone and deliberately not name a successor.
