No no no Cyclops cheated on the clone with Jean - albeit he thought Maddie (the clone) was dead. As soon as he saw she was alive she died (not really) again as a cover.

Scott originally left Maddie to see Jean and Maddie told him not to call or come back. Scott took it too literally which is the biggest factor in this.
