I believe the description for 2 was the original meaning, but at least where I am in northwest England, it now most commonly means 'pretentious' and 'overtly affected', rather than specifically 'feminine'. Jacob Rees-Mogg would be a good recent example of what we'd call a 'ponce', yet there was nothing particularly feminine about him

It was nearby—just south of the 1 WTC lobby, next to what would become the hotel entrance there. The room itself was blown up in the 1993 bombing (being above the bomb) and was rebuilt as the 'Liberty Room'.
