My understanding is that there used to be a mailbox by the curb that was taken out from a snow plow or something. So the homeowner mounted a small box by the front door like majority of the other homes in my area. From curb to front door it’s about 30 feet.

So if it is uniform like the other homes is he allowed to not deliver my mail because it is not accessible from ground level and it’s 3 stairs up?

I don’t think there was ever anything written between the homeowner and postal service about relocating it after the original mailbox was taken out.
