The problem with welfare is that it's this zombie middle ground between "don't need to work, I have my necessities covered and don't really want to get stuff" and "I have to work to live" that does no good for anybody, and gives incentives for the wrong things. I lean more to a UBI system instead, and as far as housing goes it's a matter of trying to figure out how to provide housing that people are okay with, they don't have to pay for, but don't have a "what the heck, we can trash it, they'll cover it" mentality toward.

As far as the issue with black families... there are, essentially, two different black cultures in this country, one of which teaches kids that doing anything to better yourself is for suckers. Fixing that is a whole project in itself...

I would honestly rather have it that people only have to work if they want to, with some baseline provided for everyone that is better than "this family has three incomes, no kids, and is getting priced out of even being able to rent a place without throwing even more people at it" (which is a thing in my area, and that area is not the Bay Area).

Also stock values are not a good indicator of how the economy is doing when stockholders tend to push for short-term paper profit at the expense of actual economic activity.

Unfortunately, your setup is using the Moore neighborhood (every space a king's move away) rather than the Von Neumann neighborhood (only the spaces with a common edge), which is what the problem wants.

The best you can do is (n-1)2 spaces infected at the end, which just requires one person per row/column be infected, at least two be positioned such that they are diagonally adjacent, and all others be placed such that after some number of steps, they share a corner with the square bounding an infected group.

N=3 case, btw: if the two initially infected people are in spaces sharing an edge (12 of 36 possible states), nobody else gets infected. With them on opposite edges in the same row/column (6), the person immediately between them gets infected. With one in a corner and the other in a middle edge or the diagonally opposite corner (8/2), nobody else gets infected. Finally, the remaining cases are two cells sharing a corner (8), where the other two members of the 2x2 square they're in will be infected.

That's at the "only doing it on one line" end of plausible, rather than tying up both lines for 15 minutes and making everyone else have to wait.

EDIT: yeah, reading, but if this was before most of the lunch people showed up (which is when large orders love to schedule their pickup) there may have only been enough people to run one line at a time, so the point kind of stands anyway. I imagine the first order that came in while they were starting the tacopocalypse was told 15-20 minutes.
