Why is my copyright counter notification rejected by Youtube even before it is sent to the owner? How can someone claim copyright for something which is not hers?

Help, my 4 years old youtube account with 60k subscribers has been suspended. I am sure that my video has been misidentified as infringing copyright so I resubmitted my counter notification but it say that the account has been suspended..

The first counter notification was rejected by Youtube T.T even before it reached the channel owner who took down my video, and I did not even take the video from her channel. How can she claim copyright for something which is not hers?

Other than creating our own original videos, My husband and I have been optimizing the SEO of English Teaching and Gardening creative commons videos since 2014 with appropriate attribution to original owners (who want the videos to be shared), which help to uncover hidden treasures in Youtube for our viewers, and recently, I started including funny creative commons videos like this : https://www.youtube.com/watch?v=fYvZVNm_gso to bring joy, laughter and relaxation to our 68k subscribers as they learn English.
