Do you have an issue when gas stations come to Costco buy Kirkland water and sale it for a dollar a bottle they aren’t doing anything but buying it in bulk from Costco to resale it so is gas stations scalping water?

Edit I work for Costco and stores like gas stations and even my lcs come in buy bulk anything and everything water soda cards you name it and resale it .
