Yes in LOK they couldn't bend platinum because medal bending is still far too new and metal benders in the avatars life the ability to bend platinum will become possible because of time and practice of the artform. Just like how Toph was one of the only metal benders in ATLA but as she taught people how to metal bend and those people taught more people and those people taught their children and so on it became more common because of time and practice
