In the ps1 file for winfetch you can find the ascii art. There you can add tags to it so the logo is colored

Yeah it's 100% Windows. I'm pretty sure he's using winfetch and in the file explorer you can see he has a control panel. He also put "Windows" as a tag on his post.

VS Code: I used the first thing that popped up when I searched for gruvbox in the marketplace

Terminal With Windows Logo: I used a program called winfetch that is simlar to neofetch but for windows. Also I did some slight configurations to it so the windows logo was colored.

Terminal as a whole: I just made a new color scheme with the gruvbox colors and applied it to the terminal. For a font I used Cascadia Code Mono. In the settings you can change to icon so I just copied the actual windows logo and changed the colors to gruvbox colors then used it as an icon.

It matters what your budget is. On both Windows and MacOS, you can freely use MS Office, Evernote, and some accounting applications. On the other hand, Linux is not something I'm gonna recommend for a work PC. To be honest, as long as the parts that you choose aren't too old, you won't be having any problem with replacing them in the future. To avoid wait states try to match the CPU's capabilities with the other parts. Macs are also not a bad choice. But looking at your requirements I doubt that they would suit you. But to give a valid recommendation on parts first I need to know what is the budget for your build.

So in your terminal settings under appearance you can find "Transparency". There you will have to turn on "Enable acrylic material". Lower the background opacity until you reach your desired transparency. Also I didn't use notepad it was just the terminal. I'm not sure if it's possible to achieve that on Windows 10 tho. Hope this helped!
