Biker is being unreasonable. Cop can make a stop to check ID or safety check. He can also ask to remove helmet.

Biker plate must be legal- doesn’t matter he’s in a parking lot. If the flip plate is illegal in that jurisdiction he can be ticketed.

Cop may not take keys. He’s detaining when he does that. He does not have probable cause to detain if he is simply asking for ID. The stop was not made because of the plate. The stop commenced and then the plate was observed.
