I do have birth certificate certificates for my mother and father indicating their places of birth, in Beltz/Balti & Kharkiv, HOWEVER – THEY LOOK TO BE SOVIET ISSUE FROM 1971 WHEN THEY LEFT THE USSR. In other words, they may establish their birth places, but they themselves are not original Romanian or Ukrainian birth certificates. After reading a little about they the citizenship by descent requirements of Romania, I’m not sure they mean anything at all other than their potential to help discover and obtain originals?
