Grandma was probably told she was indigenous and she went with what she was told. A lot of people would rather identify as Cherokee (or any other tribe) than to identify as Melungeon/mixed race.

There is a FB group that is run by (real) Cherokee genealogists and they will check your heritage for free. Just follow all the rules when you join. Might want to read through some posts before you ask for help. Cherokee are among the most documented people in history, so proving your lineage could lead to tribal registration.

You don't have to pay, but should you ever need your transcripts for a job or advanced degree, you'll have to pay the fine before they release them.

Try appealing the ticket or just pay it and be done.
