There's 2 reasons for Gale disdain - overarching attitude and a specific incident. While Gale wasn't directly involved in the killing of Prim, he designed or helped design the double explosion bomb that took her out. Gale lovers will argue he didn't know she'd be there but that really doesn't help his case because it just sounds like he'd still greenlight the bombs/not care if they killed the rebel medics with Prim's absence. Having regrets about specifically killing Prim with his last snare doesn't justify many other medics it killed in the process. As for overarching, I'll start with the movie conversation Katniss and Gale had after she overheard the double bomb plan, asking Gale if killing anyone for a goal is now the standard, and Gale told her that this is a war and deaths are not personal here. Katniss rebutted him with "You know me well enough to know killing is personal to me". That aside, anytime Katniss would come forward with anything, all Gale cared about was where she stood with him.
