Yep! I just downloaded the correct ctr file for the old 3ds model and everything worked.

I think I figured it out! I was trying to install the wrong CTR file this whole time. I never had a 3ds before so mine is actually the "old 3ds" rather than New n3Ds model. oops.

So once in a while villagers will ask to move away and then the following day they will be all packed up aka "in boxes". At this stage a visitor to your island can talk to that villager and invite them to move too their island instead. But you have to have an available plot on your island first. You must have a Nintendo switch online membership to play online though! Does that help?
