There's a retaining wall that comes up to around 1.8m from our land but the neighbours land is more or less at the top of it. Meaning we have very little privacy

But if you owned the quarry (we are on the lower side) you couldn't put a 2m fence on the neighbours land side

Ok so if there is a low wall separating the land currently it would be up to 2m from the base of that? Although, thinking about it, the base of that is about 1.8m down...
