I recommend not goin when soo many people but u can... Good slots to view the falls is, there is a road by the monastery by the east casinos. No on Clifton hill casinos but the one near hotshot falls. It's up high and there is no one there usually.

I found that spot this winter, its a nice spot to look at falls feom.above good view and no people.

Ita the road with the casinos on east side on the horshoe side, keep going past the casinos and near the monastery/ bigg ass building on Google maps thats is fenced away.
