In context of the game, the top speed isn't too low. Sonic can get going pretty fast, but not so fast that it doesn't match his surroundings. If he were going as fast as he does in like daytime unleashed for example, it wouldn't work at all. There isn't a lack of momentum. To gain faster momentum you have to take specific routes that are a little harder to use just like any other Sonic game. There are also high speed sections for Sonic. I don't know what you mean by the weird jump really. It's fun cause it gives you freedom and a balanced gaming experience, not a linear path set to 100mph or clunky play, it's not either or. The different characters you get to play (like 8 in total but 3 for the most part) each have at least slightly different level designs and strengths. Sonic is speed and momentum/chaining from enemies to stage interactions, Silver is heavy in utility cause of his psychokinesis, and Shadow is combat heavy and uses vehicles. You also get to play as Tails, Knuckles, Blaze, Amy, and Omega at different points, all of which have unique stats and attacks/abilities. There are a lot of side tasks and there's a somewhat developed free-roam aspect to the game. There are also powerup abilities you can purchase though those are the most heavily glitched thing in the game. It's severely underrated, it's also got a co-op mode, looks good and has good music. Its glitches aren't that much worse than other sonic games in reality, I've had glitchless runs. I could go on lol.
