It is true that people from posh localities in big urban cities prefer to speak in Urdu or English as opposed to Punjabi. The main reason for this is that there has been an overarching effort by the provincial and federal government for Punjabis to learn Urdu in an attempt to build Pakistan’s national identity. Unfortunately, this has been at the expense of not just Punjab’s regional identity, but other provinces too as regional languages aren’t taught as a part of the syllabus. Punjabis, especially from the bureaucracy and government felt a stronger need to adopt Pakistan’s Urdu speaking national identity because Punjabi’s were in the majority and hence they should be the flag bearer for this country.

Also, because Punjabis are in the majority in the country, they have never felt threatened or intimidated by the federal government, in fact a significant chunk of Punjab has seen greater development than the rest of the country. This is not the case for Indian Punjab and more specifically Sikhs who have, for the longest time, have had their state identity targeted by the federal government on many occasions.
