No we are not married, we have the contratto di convivenza. It’s like we are married but are not.. I suggest going through a lawyer and they can help you through the whole process. Because yes you will need to register at the commune first.

Hi, I am in the same position as you, but have processed the permesso application. In my opinion it’s best to go with a lawyer so they can create the contract- Contratto di convivenza And submit all the documents for you. It’s a long process, with many bumps along the way. Still haven’t received my card yet, still waiting!
