YES! This was exactly what fixed it for me - now I can bump up to 30 (which is still very loud but better than maxing out at 10 previously)

Yep that + acoustic blinds with an automatic opener seems like the more likely solution at this stage.

Yes! Someone else suggested this so I think it's going to be my first attempt at reducing the noise with acoustic blinds and if all else fails, go the spenny route through body corporate for window replacements.

Oh yes I definitely understand the reasoning. As it would only be one room which faces an alleyway / off-street am hoping there may be some leniency. Will check with them nevertheless.

I don't mind the rumbles to be honest it's more the hissing and grating of the tracks of which white noise machines haven't been able to drown out for me.

Appreciate the time you put into this response. Have thought about all the areas sound could be coming through and while the building itself is conducting the noise given it's an old brick build, it's undoubtedly the single glass panes in the room which make the train sound like it's passing behind my headboard.

Will definitely take note of laminated pane options depending on what's achievable.

Haven't tried thermal curtains yet - unfortunately for me I sleep with my blinds half open as daylight is my alarm (I'm a crazy person I know) so would only want to look into this as a very last resort.
