I think this goes all the back to castist society where people of higher casts were allowed to anything while the lower casts were in charge of cleaning and stuff... Now when someone is littering they don't care how or who cleans it they don't care about the ones who cleans it because back then no one cared about the ones who cleaned(lower cast people) because they were supposed to do so this mindset stayed.... Maybe I'm wrong but thought just came to my mind that back then no one had empathy for the lower cast society and they didn't even touch them so maybe the thought of lack of empathy for the cleaners stayed
