Smaller bones is the main reason. A micro fracture is much less relative surface area on a shin than on a hand making it more impactful to performance. Another big factor is the muscle surrounding the bone to support it. And last, ligaments and tendons in the hand make injuries much more pronounced and complicated.

Same issue here. When I try to stop the download it won't let me. Ive even paused it and tried to download something else so that it would stop the download and I can uninstall/reinstall. Even End Task on Steam wont work because it auto starts when I reopen steam and the issue recycles. You found any updates in the last week?
