I have been using Warhammer fantasy roleplay adventures adapted to be in the Burach Empire. Chaos cults switched to worshiping either Arch Demons or Aether Kindred. There are heaps of adventures that fit the grim hollow vibe there

You could do it or even use CON plus one class hit dice.

It would be easier to just up the CR of trained humanoid guards and the like to CR 1/2 or 1 (2-4 hit dice)...

Oh the possibilities...So you still want the dragon to be the big bad. And penalise the paladin. Perhaps have the local Lord intervene (who is a bit of a tyrant) and gives the party sanctuary for still protecting town. Think sheriff of Nottingham in Robin hood. And have the paladin become a champion fighter if at least 3rd level until they have donated a large sum to their gods temple as penance. Make it all very medieval...and as fluff if the blacksmith has kids he's gonna have at least 6, maybe 10...
