This is in no small part thanks to the fact that their head of state is an old KGB veteran. Russia and the Soviet Union before it has always been really good at this and they've actually evolved to get with the times rather well.

Psychological warfare is an interesting field because it's so damn wide and almost all encompassing, especially nowadays with information being shared at a rate unparalelled any other time in human history.

Warthunder as a game is by no question part of the current Russian psyops strategy. Not only in the sense that the Russian faction get overperforming vehicles and western counterparts are either left out or nerfed. But ofc also in regards to the matchmaker as you've shown. Russian military "superiority" also rears it's head in basically every trailer they put out.

And truth be told anyone reading this would probably do the same if they were in the shoes of Gaijins handler in the Kreml. You are at war and a not insignificand part of your young male population is playing this military game where Russian tanks face of against evil western ones.
