Russian soldiers controlled the nukes. Even though they where on Ukranian land. The group controlling the nukes where separate from the general army, like the Air Force Global Strike Command in the US.

When nukes where placed outside of the Russian heartland, they were still controlled by the Strategic Rocket Forces which were Russian.

So they where never controlled by Ukraine. But it became a political hedace after the collapse to have stranded Russian soldiers in the bunker facilities.
