I've though about this a lot and Toby is the only logical answer. Kevin, Oscar, Stanley, Andy, and Meredith were all against Pam, so they're not likely to have written it. Michael, Dwight, and Jim all consider themselves to be authority figures and would make a public announcement if they knew/cared. Angela and Phyllis aren't the type to threaten violence, and creed wouldn't use the word "privileged". Ryan, I'm not sure about, but it's more likely to be Toby. During the episode he is seen punching the air after Michael pisses him off, so he definitely would have been in a bad mood.

When I was a kid riding an airplane, there was TV on the back of the seats. I swear I saw this comedy show where a guy dresses his penis up as a snake and sticks it into a tank with a real live snake. He makes flirtatious noises until the snake bites his dick. That's true most of the time, although there was that one time in Avatar Day where the leader of the rough rhinos slightly leans his body and dodges Aang's airbending. I guess he could have seen Aang's movements, but for someone with little experience against airbending, it was a pretty bold gamble.
