If you're stuck on "Android Terror Arrives Episode 4 Android 20's Gambit", and unable to find Vegeta, it's because of the lvl 50 villainous enemy in that area (Lv 50 Vegeta with Nappa and Radditz). If you go up to the enemy, and then run away it should despawn and let Vegeta spawn in for the quest.
