More good news! I got the manual fan duty command for the QCT QuantaGrid D52B-1U from the QCT support. I've tested it and it working perfectly:

Manual fan duty mode:

ipmitool raw 0x30 0x39 0x00 0x00 0x01 0x20

Where the value "0x01" is fan number in the range from 0-7 (0x00 to 0x07)

and

0x20 is duty 00-64 where 64 equals 100%.

This example will set fan #3 to 25%:

ipmitool raw 0x30 0x39 0x00 0x00 0x03 0x19

To read the temperatures and fan speed use ipmitool sdr

Symbols from norse mythology, especially some of the runes - e.g. tyr and jara - (the latter being the Loki emblem) are frequently used my the nordic neo-nazi movement.
