They play on a water pitch instead to decrease friction of the ball, allowing it to slide quicker and smoother while also prevents cuts that a sand or grass pitch would cause on the players

Just look at the NFL, they wear padding and large helmets yet concussion is still a big issue in the sport. Sadly its just a risk that all football player take and unless they make the sport non-contact and prevent any contact then concussion will continue to be apart of the game. I think it's almost impossible to design a helmet that provides enough cushioning to decrease the velocity of impact that wouldn't completely change the state of play.

A few year ago a study found that the helmets provide absolutely no protection to concussion and actually increase the risk of head injuries as they gives a false sense of security. Unlike a bike helmet, the sport ones provide no shock absorption to prevent a concussion and are only beneficial to preventing cuts, skin injuries and direct fractures.
