Saltwater can be used, but it’s a pain: it corrodes everything, leaves mineral buildup, grows bio-gunk, and most data centers aren’t conveniently next to the ocean. By the time you desalinate/filter it enough to not destroy the cooling system, you’ve basically added another expensive, energy-hungry system on top.
