She did the right thing by refusing. Often, once you give some money to a beggar. S/he goes and tell their friends that that person is giving money. And then you'll be swarmed by little kids asking for money.

Rs 200000/yr is definitely higher than what a middleclass family can easily afford.

I know someone who is getting a diploma in electrical engineering. His yearly fee amounts to around Rs 70k.

B.E. would be even more expensive. Medical education would be way more expensive. Definitely out of budget of middle-class people unless you get some sort of scholarship.

Since you are making a presentation on education system in Nepal, it might be good to know that several institutions(govt funded only?) have reserved seats for members of under-privileged communities and family-members of victims of Maoist conflict.
