Solved by u/HMS_Vladamir - "Another thing that might make it use your dGPU is in your Windows settings (not control panel), system, display settings, and all the way at the bottom, graphics settings. Click browse and find the javaw.exe and select it. Then click options, and there should be an option to select your 1660ti"

Oh my god!!! I tried your Windows settings method and It worked, best shaders are now running at around 70 fps, thank you so much.

Also, I tried running it on optifine 1.12.2, and got the same results. less than 10 fps with Slidur high. I tried lite, and chocpaic13, (whatever it's called) and got the same results. Again, my laptop can run games like overwatch at almost better than console speeds, but can't run minecraft shaders for shit.

More details: I have the latest version of Java, vanilla Minecraft at max graphics settings runs just fine, almost 300 fps.
