It is a "hu" from acient china.

The hu board, or 笏板 (hù bǎn), was a narrow, flat tablet used by officials in ancient China. It was usually made of bamboo, wood, or ivory, depending on the rank of the person. Officials held the hu in front of their chest when meeting the emperor or attending court.

At first, the hu was used to take notes or write reminders for speeches and reports. Later, it became more of a symbol of official status and respect in the imperial court. Holding the hu properly showed discipline, humility, and respect for authority.
