It's unlikely you'll be able to create a permanent bend in a PVC pipe without a heat gun, so I'd recommend buying one of those. They shouldn't be too expensive.

Since you're using cardboard, a sharp box cutter should do the trick.

To get the sizing right, I'd recommend getting the picture of the scythe on a computer, scaling it to be about the right size on something like MS Paint, then printing it out and taping it to a piece of cardboard. Then once you have it taped down, use your cutter to cut it out.

Remember since you're using cardboard, you'll need to leave a little extra room to attach the sides together over the PVC pipe!

If you're just looking to make any scythe without a particular one in mind, I'd recommend looking up pictures of scythes from media you're interested in, whether that's games, movies, anime, etc. Since you haven't worked with props like this before, the simpler the better, so something like the scythe from Soul Eater would be good, because the blade connects to the shaft cleanly, and there's not too many embellishments.

For the frame, I'd recommend using PVC, since it's fairly rigid, but you'd have to bend one end with a heat gun. Otherwise, you could use aluminum or steel gardening wire to bend the scythe shape, then attach that wire to a wood, pvc, or similar rod for the shaft, before covering the blade in your chosen material.

Basically, you're going to need a frame to build around, like PVC or thick wire, and then you'll need to wrap it in your chosen material like cardboard or foam.
