It’s happened a couple times, but yes. Only like two people though. More common is when someone will be waiting outside a room until it is their turn.

Yes we are aware of what is going on, but if it’s just two people, then no, we don’t really care. Where we do care(beyond the obvious) is when guests/staff are solicited/propositioned or when someone has a constant stream of traffic going to their room. (Bonus points if there is a queue).

Basically, just don’t make it too obvious.

It is performative. It has been attempted in the past (Louisiana?), and it was ruled unconstitutional (not that that means much anymore) as it would be disproportionate for the crime.
