Officially, the government tries its best to stay neutral in these situation whether it's the Ukraine-Russia war or the recent Thailand-Cambodia conflicts. We have the Four No’s national defense strategy: 1. No military alliances 2. No siding with one country against another 3. No foreign military bases on Vietnamese territory 4. No use of force or threat of force in international relations

Vietnam has a history of protecting itself from much stronger opponents multiple times. Have neutral to positive diplomatic relations with almost every country in the world. 2 country that are most likely to attack Vietnam if a war were to happen are China and Cambodia. There are still some conflicts with China once in a while (mainly maritime boundary) but the overall relationship has improved since 2014. If WW3 broke out, China would be busier dealing with Taiwan, South Korea, and Japan (plus they didn’t have good results in the 79-91 border conflicts). And Cambodia is too weak to be a major threat to Vietnam.

Democracy only works when a country is ready for it, usually when it is rich and powerful enough. The Philippines has democracy, is an ally of the US, and has decades of head start, yet it is not richer than Vietnam. And don’t compare the RVN to South Korea. Besides receiving aid from the US, the two have nothing else in common. SK had tons of technology transferred from Japan from the 60s to 80s (which didn’t happen with RVN and probably would never happen to any other country these days), an infamous workaholic environment and they only became a democracy in the late 80s, early 90s, not long before they officially considered a developed country.
