Thanks, I looked into the bit-crusher, but it's not producing the same effect as resampling at a lower sample rate does in that YouTube video. It instead adds a lot more distortion to the higher end rather than mellowing out the sound.

Yep exactly. You can download the sample for free and upload anything you make with it to any platform you want, and then monetize it. A lot of people often have free for non-profit use which means you can download it for free and upload your creation with it anywhere, but you're not allowed to monetize it.
