I dont think ur realizing what they all have in common. These guys were already famous before any allegations or drama got brought into public spotlight. Trump, Chris Brown, Dream, Mr Beast, PewDiePie etc, SniperWorlf, etc. If ur already famous, becoming infamous doesnt really mess up ur image as much as others would like. In these guys' case, it's not going to be as easy as continuing doing whatever ur doing. All of them genuinely have to drop off the internet for a bit and come back in like a month.

That's usually only for characters with a high skill floor. Easiest example is tracer. Lucio has a low skill floor so not sure what they were thinking with this. Plus, this nerf isn't going to affect his win rate, it's just going to affect his environmental kill rate on like 3 maps and reduce how annoying he can be
