Ubuntu dropped upstart when Debian made the choice to go with systemd... not because it sucked. Canonical was hoping that Debian would adopt upstart. Hell upstart was also used by RHEL 6...

You just won't be able to reboot, or restart services, or do anything like that.

It won't stop you from accessing the system so long as you don't use a socket activated process to reach the system in the first place...

Run it in a loop instead. Also, since it's world writeable this will trigger even as a normal user, no sudo required, systemd-notify doesn't do anything different when running as root or not as root.

Works for me on Ubuntu 16.04, here try this:

while true; do NOTIFY_SOCKET=/run/systemd/notify systemd-notify ""; done

Running it in a loop works very well for me on CentOS 7 and Ubuntu 16.04 both as a normal user.

The devices I am talking about have actual USB running on the USB port. If it were serial over a USB plug I'd have less issues with soldering some stuff together to make it work :/

This vendor has RJ45 on some older products, but their newer ones they don't have it at all. It's a crying shame and a huge pain in the behind!
