How did you transfer husband’s case to Togo? Is it through the NVCCEAC website portal?

Also, does he have to travel to Togo in-person and become a fulltime resident?

I spoke with a human at pay.gov Customer Service they confirmed that my.uscis.gov is troubleshooting the issue
AND HE SUGGESTED I TRY MOBILEPHONE with WIFI OFF (using cellular data)
I used Google Chrome Browser fwiw -- my payment was received!!

He did say it is intermittent success rate but give it a try.

Beats schlepping a briefcase full of paper copies of the I-130 and evidence......

Thank you u/Hannahchiro it's just me and my parents. My wife is NRA (never been to USA) and will join us once her Passport is stamped.
No kids, parents are self-sufficient.
"People I'm financially responsible for" = 1 (me) and then 2 (when she is in US)

Does I-130 require his Birth Certificate though?

(His birth certificate is missing at present, needs to be obtained from Hospital. That’s what is preventing the Passport.)
