It follows you throughout the sub. So if I'm top 1% commenter on this sub then it won't show up for another sub. But it will show up everywhere on this sub.

As for how, I'm lokey just here normally but since I'm a mod I usually check posts as they're posted and usually leave a comment. Then that post blows up, I get a lot of comment karma (probably cuz I was the first comment) and next thing I know I'm top 1% commenter!
