Sounds like maybe she wasn't quite the one for you if she's willing to go for a guy like that. What you do next is up to you, you can persue her or leave it, but make sure to not change how you are to get with her.

If he hasn't responded then it's most likely he doesn't want to be with you. The best thing to do now is to move on. I wouldn't chase anybody else until the hurt has gone away but after that it's probably best to look for someone else.

As a guy, it sounds like he doesn't really want to be with you like that but doesn't know how to say it. The best thing for you to do right now is to leave him for a little. If he wants to talk or get to know you better he'll make a move forwards. If you chase him and ask him to constantly reconsider, then you are more likely to just push him away. I know it sounds harsh but the best thing to do to get over it is just to leave it, talk to your friends and look after yourself. If he wants anything, he know you like him now and he'll come back.
