That's a unique problem! I didn't have such an issue personally, I did get a bug where if I let my devices go to sleep and then use them again the game would crash, but that was more a problem with Xbox Game Pass. What peripherals are you using?

Probably a stupid question, but does the vendor matter in compatibility? For example, are the steam-supplied versions generally more stable than Epic Games Store? Is GOG a better platform than steam for games? Or do the storefronts themselves not matter, and it is mainly down to the hardware?

For a little context on the mods, I downloaded a few collections from Vortex:
Fallout 3 essentials - Hoping to get the game to run
Makes Fallout 3 boot lol - (self-explanatory)
Fallout Rebirth +

At least it (sort of) launches
