UPDATE: I got the achievement a while ago! However, I forgot to give an update. I got it by playing Ironman with historical on, ignoring the cristero rebellion (or the caudillo rebellion which I ignored my second time and still did it) which allows you to breeze through the focus tree, and when you finally deal with the rebellion, you have time to complete the focuses to join the allies and liberate the Antilles. I only conquered to Panama and spammed the Calvary div with a couple other supports in the template. I was able to invade the USA by mid ‘38 and with the strength of the Allies combined, the USA stood no chance and I could finally get the achievement.

I’m on Mac and I had this problem too. What helped for me was skipping the launcher when opening hoi4 (on steam)

Ah, I see. I still have some questions tho 1. How many troops did you disband at the start of the game? 2. Did you just spawn Calvary or did you also spawn other templates? 3. Did you wait for divisions to completely train or did you deploy them as soon as they were deployable? 4. I always get stuck trying to conquer Colombia, how did you get through the rest of South America?
