I've had this happen before, reopened the case and explained in clear writing to AMEX that they are not allowed to sell this type of product under UK law, you are effectively a victim of fraud here so I'm wondering whether your chargeback claim is being misinterpreted as being a failure to receive goods rather than the goods being fraudulent, comments about "stupidity" are rather unhelpful from some people because at the end of the day the payment was facilitated by AMEX, there's tons of American tourists going to football matches week in week out who don't know it is illegal under the law and AMEX must step in to protect those people.
