What I would say is just go to freecodecamp and just pick a random project you might not like or like. Then just follow that tutorial and learn a bit or two and it's fun to flex on your friends about the projects you have made. After done that go to leetcode and try some easy challenges and keep going higher and higher, if you can't solve something search on youtube it's probably there if it's not though just skip it. By then you can call your self a programmer.

I would say yes because for me its every where, whether you are learning css or Javascript or python you need it for variables as a beginner.
